Job Description

Practice Area Specialist II – Health

Purpose of Position

To support GRM projects through providing business development support, technical project management inputs and technical expertise.

Primary responsibilities

Your primary responsibilities involve Business Development, Project Management, and providing Technical Input/Sector Expertise. In particular you will be expected to:

Business Development:

· Support the strategic approach to business development through coordination of research on issues, countries, clients, partners and competitors and market intelligence gathering;

Manage the development of:

· New and maintenance of existing client relationships through interactions with clients at a technical level during the business development cycle;

· Manage the identification, assessment and pursuit of new business opportunities, contributing to the analysis of our prospects for winning opportunities;

· Manage the planning of pursuits and bids;

· Manage the preparation of capability statements/expressions of interest, technical and financial proposals;

· Manage partner and team selection and pre-bid negotiations;

· Manage the preparation of responses to client requests for clarifications of proposals;

· Manage post-submittal follow up with clients;

· Manage pre-mobilisation logistics for contracts as required;

· Create and maintain business development management files;

· Maintain the currency and accuracy of new business data in corporate databases (e.g.: SharePoint, NEMO);

Project Management:

· For assigned portfolio projects, interface with clients and other project stakeholders to plan, implement, review and report on projects as needed and requested;

· Provide support to project work planning, budgeting, progress and financial reporting;

· Provide technical support to projects at all stages;

· Support Project Directors in the performance management of Team Leader and project teams ;

· Manage partner organisations on the contractually compliant delivery of agreed inputs and achievement of agreed outputs and outcomes;

· Identify corporate risks with Operations Group and support implementation of risk mitigation/management measures;

· Identify project performance and contract issues and support their timely resolution;

· Keep abreast of political, social, economic and security developments in project countries and regions;

· Assume management responsibility for these tasks when delegated to do so.

Providing Technical Input/Sector Expertise:

· Provide technical input into the design, planning and delivery of projects;

· Provide short term inputs and/or consultancy assignments;

· Provide support to monitor and quality assure GRM’s services;

· Contribute to research, analysis and publication of technical studies, case studies, policy and programme approaches and results;

· Identify, build and maintain relationships with consultants and partners who can provide technical expertise;

· Work with the Practice Area Leader to promote and build GRM’s technical capability.

Reporting requirements

The role reports to the Practice Area Leader with the following requirements:

· Attendance at weekly and/or management team meetings;

· Regular updates with your line manager;

· Monthly submission of assigned project forecasts and activity reports;

· A monthly update on the status of your KPI’s, as well as any other important and/or areas of concern;

· Exception reports as and when required;

· Inputs into the Business Unit’s Quarterly reports as required;

· Any other reporting request as requested by your line manager.

Relationships

· The role will form part of the EMEA Business Unit;

· The role will be required to liaise closely with Team Leaders, Senior Managers, other employees, Professional Service Providers and Donor Agencies.

Authority levels

· Compliance with corporate delegated authorities;

· Appropriate consultation with line manager regarding important decisions involving your areas of responsibility;

· Formulation of sound, evidence-based recommendations relevant to your areas of responsibility to the Practice Area Leader or Project Director.

Minimum education and experience required

· Master’s degree in a relevant field;

· Minimum of 8 years relevant work experience;

· Minimum of 4 years of government client project management and business development; experience that includes management of one or more projects including experience in start-up and closeout;

· Minimum of 4 years of experience in working in a developing country or in a project based environment;

· Experience contributing to or managing at least 4 major bids (including each of or a combination of structuring bid financials, team selection, drafting technical response and partner negotiations).

Key competencies and professional expertise required

· Formal Project Management training and experience;

· Excellent written and verbal communication skills;

· Strong technical writing skills;

· Ability to conceptualize and write a bid proposal or project report;

· Sound business development and Client Relationship Management skills;

· People management skills;

· Financial acumen and the ability to interpret and analyse financial reports;

· Sound problem solving and decision making skills;

· Willingness to travel and work abroad a minimum of eight weeks per year in developing countries and elsewhere;

· Sector specific expertise required.
