Position: Monitoring & Results Measurement (MRM) Officer
Location: Accra with regional travel in Nigeria, Niger and Burkina Faso and Ghana

BACKGROUND
Through the West Africa Food Markets Pilot Programme (the Programme), DFID will pilot a new approach to tackling the causes of the multiple market failures in staple food markets in West Africa by establishing a Programme Management Unit (PMU) that has an in-depth understanding of staple food market systems and the policy environment in West Africa. The Programme will focus efforts on increasing staple food trade along key corridors across two key borders (Ghana – Burkina Faso & Niger – Nigeria) only. The PMU will play a brokering role between public and private players in these markets systems. The PMU will address market failures by deploying interventions carefully targeted on regional and “potentially regional” staple food value chains across the 2 target borders, by stimulating private sector investment in the regional markets and by targeting complementary policy and regulatory changes deemed realistically achievable. In the process, the Programme will generate learning on the development of regional food staple markets in Africa.
The objective of the Programme is to achieve the impact of better functioning regional staple food market systems between the target four focus countries (Ghana – Burkina Faso, Niger – Nigeria). This will be realised through the outcome of more staple food traded and more farmers and farming households benefitting from cross-border value chains. The Programme, together with the East and Southern Africa Staple Food Markets Programme (ESASFM) and the Africa Enterprise Challenge Fund (AECF), will contribute to Africa Regional Department's headline result of an additional 3 million people benefitting from cross-border value chains. The West Africa Food Markets Pilot Programme will benefit over 130,000 farmers and more than 700,000 people (including household members) by 2018. The Programme will also contribute to DFID’s Sahel Disaster Resilience Strategy by improving the functioning of food markets in the Sahel in order to make food more affordable to poor people.
PURPOSE
To coordinate Results Measurement on the WAFM programme and ensure the effective measurement and strategic utilisation of all grantee intervention results as well as the targeted dissemination of intervention progress reports to all relevant stakeholders.
S/he will be responsible for creating a strong and effective link between the Programme’s result measurement and grants management team. S/he will primarily be tasked with ensuring the existence of results chains and monitoring and evaluation processes for all grantee interventions, and the successful incorporation of results use into the overall programme strategy as well as the uniformed and targeted dissemination of progress information to donors and other stakeholders.
SCOPE OF WORK AND SPECIFIC RESPONSIBILITIES
The MRM Officer will be responsible for the following:
1) Ensure the proper measurement of programme interventions by implementing programme M&E/ Results Measurement systems and procedures.
2) Ensure the effective monitoring and documentation of all grantee intervention outputs by working with grantees and programme staff to establish results chains, coordinating all intervention guides for partner organisations and verifying the appropriateness of the sequence of activities identified.
3) Coordinate and supervise the research and analysis required to inform the programme strategies.
4) Guided by the programme log frame, make annual self-assessments of progress and impact.
5) Ensure results measurement procedures are compliant with donor standards.
6) Train, support and mentor other colleagues in M&E.
7) Coordinate the collation and dissemination of all programme progress reports and lessons learnt and contribute to the incorporation of said into the overall programme strategy.
8) Assist in the preparation of programme’s bi-annual strategic reviews and work with the TL to facilitate these meetings.
9) Manage the programme’s results measurement team including LT and ST staff.
10) Support all DFID reviews, monitoring and evaluations ensuring that all DFID requirements are appropriately represented within the programme strategy.
WORKING RELATIONSHIPS
1) Challenge Fund Manager and Policy Facility Manager:
The MRM Officer will work with the CF and PF managers during grantee contracting and start-up to establish results chains and routine monitoring plans. They will also work together to collect routine monitoring data on a periodic basis and coordinate verification and validation visits.
2) Team Leader and Technical Advisor
The MRM Officer will report to the TL and Technical Advisor for day-to-day line management and liaison with the in-country team.
3) Results Director:
The MRM Officer will report to the Results Director for all technical direction, including M&E systems design, research design and results reporting.
ESSENTIAL QUALIFICATIONS
The MRM Officer should have;
- A Master’s degree or similar qualification in Business, Economics or Development Studies with a strong research methods component;
- A minimum of 3 years working in results measurement within an international development team;
- At least 2 years of experience working effectively in a results measurements team and coordinating across teams;
- Experience reviewing and writing reports;
- Experience in the development of surveys and data collection instruments for monitoring programmes;
- Experience in research design and ability to apply methodologies flexibly to different scenarios;
- Previous data analysis experience using Microsoft Excel or any other data analysis tool;
- Previous experience using the market for the poor (M4P) approach would be of great advantage;
- Knowledge of the institutions businesses that provide services within the staple crop sectors across the 4 countries is an advantage;
- Working knowledge of Donor Committee for Enterprise Development (DCED) an advantage;
LOCATION OF POST
Though based in Accra, this post will require travel to the field in Ghana, Nigeria, Burkina Faso and Niger.
