Gabon: Human Resources and Administration Manager

I.Mission of the department: To ensure WWF Gabon applies the highest standards in Human Resources Management and administrative services in order to facilitate the implementation of its strategy in alignment with WWF Policies and country regulations.

II. Major Functions

· Implements the Human Resources Management component of the WWF Gabon Strategic Plan;

· Ensures logistics, procurement and travels are performed according to WWF policies and standards;

· Support management to attract, recruit, develop and retain the right talent for delivering the strategy and build program and leadership capacity;

· Implements effective human resources organizational and management structures, policies and processes in alignment with WWF policies & procedures and Gabon legal standards;

· Supports the Country Director and his/her team in matters concerning people and HR related risk management;

· Makes sure that regional plans and priorities are monitored on time;

· Coordinates the logistical and administrative activities of the Office;

· Ensures compliance with internal and legal procedures for hygiene, health and safety at work.

III. Major Duties and Responsibilities

A.Human Resources

· Manage recruitment processes in collaboration with hiring managers; interview candidates for management and senior positions ensuring compliance with standards in resourcing, recruiting, orientation practices, contracting procedures;

· Develop and implement an appropriate succession plan for key positions with the Senior Management Team;

· Coordinate talent management efforts in coordination with WWF’s regional Talent management process;

· Coordinate the annual performance management process and ensure that all staff is appraised;

· Develop and oversee the implementation of a GCPO training and development plan, manage the leadership and management training programmes;

· Manage training programs in management and leadership;

· Develop and support measures to improve organizational culture and employee well-being;

· Ensure the regular review and appropriate application of levels of personnel financial compensation and benefits;

· Ensures communication to staff on HR matters;

· Advises Management on discipline matters;

· Ensures relationships with Labor Authorities and other partners (CNSS, CNAMGS);

· Ensures compliance of the health policy including insurance management (Health, Life, Individual Accidents);

· Ensure that all Field Programme locations operate in strict application of the employment laws and regulations in force and that the policies and procedures are adapted, where necessary, to reflect these laws and regulations;

· Ensure that all Programme locations apply the established WWF Policies & Procedures, Ethics code and other global HR related policies in force in the organization;

· Ensures HR reporting;

· Ensures and follow-up implementation of audit recommendations in the related fields;

· Monitor staff related legal matters;

· Perform other duties as requested by the Country Director.

B.Administration

· Supervise the negotiation of contracts for grant/purchases and management, renewal, review of contracts as required to enable effective projects and partners/supplier relations;

· Ensure the upkeep and good condition of all equipment including vehicles, fixtures and premises, ensuring adequate strategies are in place to maintain highest standards, continuous efforts to reduce our carbon emissions and ensure cost efficiency in procurement;

· Oversee all assets Insurance, housing and maintenance contracts;

· Ensure that WWF Gabon complies with the laws in force in Gabon and applies the policies and procedures of WWF in all aspects related to logistics, supply, maintenance of infrastructures / equipment and safety at work;

· Ensure security in WWF sites with respect to WWF procedures and legal environment;

· Ensure the use of WWF Field Operations Manual in respect of procurement of goods and services;

· Carry out periodic controls of the procurement system and procedures to ensure that both are being used efficiently and effectively in the main and field Offices;

· Ensure that all laws with respect to taxes and duties are respected and that all authorized exemptions are obtained;

· Supervise logistics and procurement staff and ensure a proper level of performance of duties.

C.Health and Safety at work

· Be the focal point of the Office for questions of health and safety at work;

· Ensure the application of national legislations and of WWF policies, in terms of health and security at work.

VI. Profile

Required Qualifications

· Masters’ degree in HR, administration, Business Management or other related fields.

· At least 5 years of professional experience in HR in Gabon (min 2 years in a supervisory position);

· Proven track record HR administration and management;

· Knowledge of the institutional, legal and policy framework of employment and HR management in Gabon.

Required Skills and Competencies

· Strong skills in management and HR administration;

· Excellent inter-personal skills;

· Integrity, customer orientation;

· Experience of working in a matrix organization;

· Good guidance, counseling and negotiation skills at all levels;

· Good team work skills;

· Good knowledge of Ms Office suite;

· Good oral and written skills in English and French;

· Adherence to WWF’s values: knowledgeable, Optimistic, determined and Engaging.

V. Supervisory responsibilities

Logistics and Administrative Team.

VI. Working Relationships

A.Internal: Country Director, Heads of departments/programmes and all WWFGabon staff on a daily basis, the HR Manager ROA and as required the regional HR team, global teams, and WWF ROA, WWF International and other WWF Network staff.

B.External: National governmental institutions (Labor, CNSS, CNAMGS etc), vendors, non-governmental organizations, academic institutions, specialists/consultants, and other stakeholders.
