Consultancy Assignment: Analysis on Challenges and Opportunities to Tackle Illegal Wildlife trade in Myanmar”

WWF is looking for a consultant to prepare a summary Analysis on Challenges and Opportunities

to Tackle Illegal Wildlife trade (IWT) in Myanmar. This analysis will be used to develop a WWF IWT strategy for Myanmar for the next 3 years.

  1. Background

WWF-Myanmar was established in 2013 with the aim of supporting Myanmar’s sustainable development ambitions with a focus on achieving conservation through a Green Economy approach that ensures the protection of ecosystem services and biodiversity while promoting sustainable livelihoods. In this framework, WWF recognizes the role of wildlife trade as a critical threat to keystone species survival and ecosystem integrity and is building a programme to tackle the issue.

2.Objective and scope of consultancy

The Analysis on Challenges and Opportunities to Tackle Illegal Wildlife trade (IWT) in Myanmar should provide WWF with a broad overview of recent trends and issues regarding IWT in Myanmar to inform a WWF strategic planning process. The consultant will present the document in the planning session of WWF, and provide clarification and further inputs to the strategy.

The consultant will gather and compile available information, including own personal experience and knowledge, and summarize into a brief with key recommendations. The consultant will work with WWF Myanmar Conservation Effectiveness and Impact Coordinator to finalize the product for the strategic planning meeting 18-19 January 2018 in Yangon.

  1. Summarise the findings and conclusions of published data and other relevant data collected (e.g. from personal experience and knowledge, meetings, discussions and communications with relevant sources) in the last 5 years on IWT in Myanmar, with focus on medium and large size mammals.

  2. Identify the key trends, opportunities, and obstacles to effectively tackling IWT, especially in city markets, border town markets (including Thai, India, and China borders, especially Golden Triangle).

  3. Focus primarily on opportunities and recommendations, including identification and analysis of important sectors and stakeholders, to securing coordinated political support for action to tackle IWT across multiple government agencies.

  4. Provide a summary of strategies, efforts undertaken and on-going initiatives in Myanmar, with focus on the actions of the Government of Myanmar (through its relevant government agencies at national and local levels), local NGOs, International NGOs, International organizations, and other relevant organizations.

  5. Summarize the points above into a report of no more than 30 pages, and a powerpoint presentation of max. 15 slides. Submission should also include the material used as reference in the document.

  6. Present the document brief and powerpoint presentation in WWF strategic planning workshop and provide clarifications.

3.Required Profile

  • Thorough knowledge and understanding of trade of wildlife and wildlife products in Myanmar and SE Asia, including laws, regulations and related enforcement status.
  • Demonstrated ability for strategic analysis related to wildlife trade.
  • Experience in strategic planning is an advantage.
  • Demonstrated ability of simplifying and summarizing complex issues and topics.
  • Excellent English writing skills.
