WWF Myanmar is looking for a Consultant to conduct a programme evaluation of: “Meeting urgent conservation needs in Myanmar”, identifying outcomes achieved, lessons learned and areas of improvement as well as work streams to be continued for the next phase of the programme.

1.Background Information

WWF-Greater Mekong – on the ground in Cambodia, Laos, Myanmar, Thailand and Vietnam – is working to conserve the region’s biodiversity and build a secure and sustainable future for people and wildlife. WWF-Myanmar was established in 2013 with the aim of supporting Myanmar’s sustainable development ambitions with a focus on achieving conservation through a Green Economy approach that ensures the protection of ecosystem services and biodiversity while promoting sustainable livelihoods.

2.Background of consultancy assignment/ project**

A critical part of establishing WWF Myanmar office was a grant on “Meeting urgent conservation needs in Myanmar”, including work areas on green economy policy, natural capital assessments and biodiversity surveys and protected area management. To evaluate the effectiveness of the programme implementation, WWF will undertake an evaluation that will focus on outcomes achieved, lessons learned and areas of improvement as well as work streams to be continued for the next phase of the programme.

The main task consists in collecting and analyzing data and information related to the programme, eventually producing a report that can consistently and robustly demonstrate the findings related to the objectives of the evaluation. The consultant will have to make use of a variety of methods for the collection and analysis of information from the project and from the stakeholders as well as of different techniques for the visual presentations of results. The final report will feed into the design and fund raising efforts of the next phase of the programme.

3.Objective and scope of consultancy

The objective of the consultancy is to conduct an evaluation of the programme: “meeting urgent conservation needs in Myanmar” and its three work areas, (green economy policy, natural capital, biodiversity and protected area management) identifying outcomes achieved, lessons learned and areas of improvement as well as work streams to be continued for the next phase of the programme.

4.Required Profile

· Knowledge about Myanmar, Green Economy topics, natural capital, biodiversity,

protected area management and other relevant topics.

· Experience in performing projects and/or programme evaluations, preferably in

South East Asia.

· Ability and experience in performing assessments and collect information with

qualitative methodology.

  • Experience in dealing with a range of different stakeholders

· Strategic thinking and ability to deliver constructive feedback

· Demonstrated ability of simplifying complex issues and topic with the use of

graphics and statistics.

  • Excellent English writing skills. · Myanmar language skills are desired. 4
