I.Major Functions:
The Fisheries Senior Officer is a member of the Policy and Technical Support Unit. He/she ensures content leadership on fisheries for the Country Office (with a focus on the fisheries sectors identified in the Strategic Plan). He/she is responsible for driving the development of approaches and support interventions to deliver on the WWF-Madagascar 2016-2020 conservation goals and objectives on fisheries.
II.Major Duties and Responsibilities:
- Develop and drive policy advocacy work to deliver on WWF’s conservation goals, objectives and outcomes.
- Ensure WWF’s policy advocacy work is well founded with field experience from landscape programmes and WWF’s global expertise, policies and initiatives.
- Develop and manage relationships with private sector and donors as relevant
- Act as WWF’s focal point in the WWF-UNIMA partnership
- Develop and maintain relations with partners (within the WWF Network and external) in the fisheries sector
- Ensure technical and policy support to landscape teams in the design, implementation, monitoring and evaluation of fisheries-related work.
- Act as interface with national, regional and international fisheries stakeholders (government, private sector, NGOs, donors, etc.) for landscape teams as needed..
Support landscape programmes in the development and implementation of environmental and socio-economic monitoring of the impacts of improved fisheries management at local level.
In close collaboration with other PSTU members and landscape teams, develop interventions and workplans to deliver on the fisheries objectives and outcomes in the WWF-Madagascar 2016-2020 strategic plan.
Lead as appropriate on proposal development and fundraising initiatives for the planned fisheries work.
Contribute to project/programme management, reporting, monitoring and evaluation as needed, in collaboration with landscape teams and other WWF Network initiatives as appropriate.
Ensure WWF-Madagascar’s fisheries work makes effective contributions in the delivery of WWF Network global goals and represent WWF-Madagascar in global fora related to fisheries work.
If and when needed, manage projects with cross-cutting or national aspects, in close liaison with landscape teams.
Act as focal point for all fisheries-related issues in WWF-Madagascar.
III.Profile:
Required Qualifications:
At least Masters level in a field related to fisheries management
At least 5 years of experience working on fisheries management (industrial and/or small-scale), at least 3 of which in WIO region
Good understanding of fisheries management policy and institutional frameworks in the WIO region
Experience working with governments, NGOs, and corporate sector;
Required Skills and Competencies:
Strong oral and written communication skills in French, English, Knowledge of Malagasy and/or Créole will be considered as additional assets.
Strong business management background, including negotiation skills
Adheres to WWF’s values, which are: Knowledgeable, Optimistic, Determined and Engaging.
Supervisorycontrol:
Insure that the supervised staff perform tasks in accordance to the TOR ;
Give support/ advice to the supervised staff ;
Perform a periodic assessment for a better performance.
IV.Working Relationships:
Internal: Interacts constantly within the PTSU team, with other departmental staff in Madagascar CO, other network initiatives (CEA, SFI, MTI) and other network staff.
External: Interacts with Malagasy governmental (up to ministries level), NGOs, media and corporate representatives.
Deliverables: The Senior Fisheries Officer will lead on key outcomes of Objective 3 in the 2016-2020 Conservation Plan, as defined in yearly objectives with the supervisor.
