Emergency Coordinator

Overall purpose of the role:

The Emergency Coordinator provides direct oversight and technical leadership to the DRC Somalia’s emergency response, and oversees the delivery of DRC’s emergency project portfolio. Furthermore, the EC is supporting the CD and HoP in developing DRC’s emergency programme strategy and ensure that linkages with other DRC sectors, especially within CCCM ,are forged.

Key responsibilitie

Program Strategy

  • Develop and monitor detailed operational plans for all emergency response related project activities in accordance with the overall EPRP and other relevant emergency action and response plans in coordination with the SMT and relevant Technical Programme Managers;
  • Update Somalia EPRP based on current context
  • Identification and prioritization of geographical areas for assessment and innovative response, especially those with high needs and access constraints in HCT Priority 1 areas, in close collaboration with Project/Programme/Sector Coordinators/Technical Programme Managers;
  • Identify emergency staff training needs as and when appropriate;
  • Work cross departmentally to ensure project staff and activities comply with DRC policy and procedures;
  • Coordination with other RRM and emergency actors (UN, INGO, Local Authorities) to ensure coherence of response, use of correct tools, development of new tools as needed;
  • Train teams and develop DRC expertise in RRM programming, emergency multi-purpose cash, emergency WASH and emergency SNFI critical activities;
  • Ensure DRC’s Somalia emergency programming targets Hard to Reach areas and high risk, affected populations gain access to basic services. Continue to co-lead on implementation of DRC global Access Level System and ensure harmonization with emergency programming and applied funding;
  • Ensure close coordination with DRC’s Global Specialist Leads (GSL) – chiefly the Emergency EMPACT advisors – global network of emergency focal points and the HQ based Emergency Unit.
  • Support field teams in external coordination with key area-based coordination mechanisms to identify and prioritize use of emergency resources.
  • Sustain and develop the DRC Somalia Emergency Dashboard including mapping of past, present and future emergency responses.
  • Lead the DRC Somalia Emergency Task Force including operational meetings, workstreams and archiving mechanism.

Program Development

  • Ensure DRC’s principles and approaches to emergencies are integrated into the response and in line with DRC Somalia strategy, employ an Area Based Approach
  • As the designated in-country focal point for emergency maintain a close familiarity with DRC emergency standards and tools, and feed into and adhere to DRC’s global discussions and initiatives;
  • Lead on proposal and report writing for emergency grants, use of crisis modifiers and additional project top-ups related to emergency programming;
  • Provide regular internal and external reports, and other relevant information on programme activities, policy matters and external relations, based on agreed formats and schedules;
  • Identify new opportunities in close corporation with the CD/HOP/SMT;
  • Support link between CO team and RO and HQ technical advisors to facilitate technical support and consistency in donor relations/fundraising efforts;
  • Support SMT on operational setup; embedding DRC’s emergency response within existing operational setup by scaling up, optimizing and tweaking setup to enable a quick and efficient scale-up and/or scale down of DRC’s operational setup;
  • Follow humanitarian principles, standards and guidelines, and ensure that these are adhered to by DRC staff, partner staff and volunteers;
  • In coordination with Protection Manager ensure protection mainstreaming cross all sectors;
  • Regularly quality assure project activities and provide timely inputs and feedback to the Area Manager/Base Manager/Coordinators/ HoP/CD;

Management

  • Conduct regular field visits to support staff and the overall implementation of the response
  • Build the emergency capacity of local duty bearers and partners through on-going one-on-one support and coaching;
  • Ensure staff safety through close collaboration with Safety Team;
  • Ensure planning is shared in a timely manner with Supply Chain Team;
  • Develop and implement robust remote monitoring plans;
  • In close cooperation with PFP and HoSS, monitor overall program expenditure and budgets, ensuring resources are optimally utilized and spending is in line with DRC financial procedures and donor requirements.
  • Provide close mentoring to identified area Emergency Focal Points for the capacity building of area-based surge teams.
  • Coordinate ad-hoc support from the mobile emergency unit based from CO.

Representation

  • Represent DRC in key emergency meetings in and out of country;
  • Ensure representation of DRC in relevant sector working groups – food security, cash, CCCM/Shelter/NFI etc.;
  • In close cooperation with national staff coordinate the forging or maintenance of constructive relationships with local authorities, other local government institutions and/or local NGO partners;
  • Together with CD/HoP, lead DRC’s collaboration with other international organizations on emergency activities.

Accountability

  • Guided by the DRC policies, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence;
  • Ensure compliance with the DRC accountability framework

Information management

  • Oversee the planning, coordination and implementation of rapid assessments;
  • Implement/develop systems to collect data and information on humanitarian context to inform flexible response and work closely with Safety Unit on humanitarian access considerations;
  • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place;
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations;
  • Work with HoP and M&E Officers to ensure M&E plan is being implemented, emergency response related data is being collected from the field and regular reports are being produced;
  • Ensure that relevant beneficiary data is collected, compiled, analysed and distributed and that relevant assessments are conducted.

Finances, Human Resources, and Logistics

  • Provide appropriate and timely feedback to staff regarding their performance (as designated by CD), including annual staff performance appraisals. Identify with their needs and opportunities for professional development;
  • Provide feedback to budget development related to emergency projects and responses.
  • Develop job descriptions and recruit qualified emergency staff (national).

Qualifications and Experience

  • Minimum 6 years of working experience in a humanitarian context and experience in complex emergencies and high-security environments.
  • Master’s degree in social sciences, engineering or similar discipline or commensurate work experience
  • Essential experience in RRM implementation/coordination/emergency response planning in similar contexts.
  • Solid experience in staff management in a cross-cultural environment required.
  • Relevant technical expertise/experience in some sectors of humanitarian programming such as Food security, WASH/shelter/NFI, protection/CCCM etc.
  • Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
  • Demonstrated ability to manage and support multi-sector programmes including operational planning and problem solving.
  • Proficiency in common computer packages and financial software i.e. Word, Excel, Power point etc.

Desirable:

  • Previous experience in area based coordination.
  • Previous experience in one of DRC’s global emergency sectors (CCCM, Protection, SNFI, WASH).

Conditions

Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment; Employment band NMG

Availability: 1st April 2022

Duty station: This position is based in Mogadishu -Somalia; Non Accompanied Position
