SCOPE AND OBJECTIVE

WWF is seeking an independent consultant to undertake a Midterm Evaluation (MTE) of the Project Generating Responsible Demand for Reduced Deforestation Commodities, hereafter referred to as the “Project.” The scope of the MTE only includes the GEF financed components of this child project but may examine its coordination with the Adaptive Management and Learning child project and the Good Growth Partnership.

The objective of this evaluation is to examine the extent, magnitude and sustainability of any project results to date; identify any project design problems or risks; assess progress towards project outcomes and outputs; provide recommendations for adaptive management, and draw lessons learned that can both improve the sustainability of benefits from this project and aid in the enhancement of future related projects.

PROJECT OVERVIEW

The Project seeks to strengthen the enabling environment and public and private sector commitment to and demand for reduced deforestation commodities in priority markets. The Project was organized into the following components:

• Component 1: Mainstreaming demand for reduced deforestation commodities with major buyers and traders

• Component 2: Strengthening the enabling environment for reduced deforestation commodities in demand markets

• Component 3: Promoting reduced deforestation commodities in major markets

• Component 4: Advancing supply chain transparency, traceability, and decision support tools

• Component 5: Monitoring and evaluation

RESPONSIBILITIES AND DELIVERABLES

The evaluator will undertake a review process that includes reviewing key project documents (ProDoc, Annual Work Plans, Project Progress Reports, etc.); field visits, as necessary or feasible, with PMU to project field sites; interviews, discussions and consultations at local levels, national and international levels, with executing partners, GEF Operational Focal Points (OFP), Project Steering Committee (PSC) members and beneficiaries. These interviews and consultations will primarily be conducted virtually. The evaluation should be framed using the six (6) core criteria of relevance, effectiveness, efficiency, results/impact, sustainability and adaptive capacity.

Deliverables will include:

• Inception report providing clarifications on timing and methods.

• Presentation of initial findings to project management team and other partners as feasible.

• Draft report submitted for comment or correction.

• Final report.

EXPERIENCE AND QUALIFICATIONS

The evaluator shall have prior experience in evaluating similar projects. The evaluator selected should not have participated in the project preparation and/or implementation and should not have a conflict of interest with project related activities.

Required Qualifications and Experience

• Minimum 7 years of relevant professional experience;

• Previous experience with results‐based monitoring and evaluation methodologies; and

• Excellent written and oral communication in English.

Preferred Qualifications and Experience

• Recent experience conducting Evaluations or Mid-term Reviews for GEF projects;

• Technical knowledge in GEF Biodiversity, Land Degradation, and Sustainable Forest Management Focal Areas;

• Experience with agriculture and food production or commodity markets;

• Knowledge of GEF Monitoring and Evaluation Policy;

• Experience with WWF Project and Program Management Standards or Open Standards for the Practice of Conservation (www.cmp-openstandards.org));

• Knowledge and experience in implementing or reviewing application of social and environmental safeguards policies in GEF (or similar) projects; and

• Regional experience and/or language abilities (Spanish, Portuguese, Indonesian Bahasa).

PAYMENT MODALITIES AND SPECIFICATIONS

Payment, expense reimbursement, and other contractual terms and conditions are outlined in the consultant agreement made between WWF and the evaluator. Payments are according to deliverables submitted.

Applicants should submit a technical and financial proposal, estimated timeline and their curriculum vitae. Financial proposals should not exceed US$30,000, including travel and expenses. The selection of candidates and contractual agreements will be in compliance with WWF procurement policies and subject to GEF requirements.
